Five core organizational competencies and functions

According to business authors, C. K. Prahalad and Gary Hamel core competencies relatekey factors within a company’s structure focusing on skills competitors cannot easily imitate; resources that are reusable for products and markets within the industry and products that benefit end consumer experiences (Leonard-Barton, 2002).  As such, the Golden Age Hospital (GAH) will have to develop the competencies of:-

Conflict management

The organization will develop expertise for resolving grievances, confrontations or disagreements unique to its function. The goal is maintaining a clam industrial climate,

Communication

Golden Age Hospital (GAH) will create a communication system unique to its structure which is difficult to be imitated by similar organizations. The goal isto acquire techniques for retaining staff and attracting clients.

Computer languages

Golden Age Hospital (GAH) will create computer languages that are unique to its operations as a health care facility; children’s hospital and retirement community ton facilitate computer literacy within the organization.

Leadership

Golden Age Hospital (GAH) will recruit leaders who possess motivation qualities; demonstrators and articulators of numerous leadership styles. This is a huge organization. As such, strong leadership is the key to success.

Reasoning

If intelligent reasoning is established atGolden Age Hospital (GAH) the leadership and staff would be empowered through a unique democratic process. Ultimately, correct inferences regarding rules, principlesrelationships and data would become routine(Fernando, 2014).

JCAHO accreditation competencies for management and staff depend on the hospital type. Golden Age Hospital (GAH) would be a combination of three types of health care services inclusive of children’s hospital; medical center and retirement facility. For each service distinct competencies will be required. General Key requirements, however, include developing safety competency, especially, in medication management and infrastructure; leadership and reasoning to achieve and maintains accreditation goals (Hospital accreditation standards, 2013)

Ethical Issues:Electronic health records

The Health Insurance Portability and Accountability Act (HIPAA) of 1996 established ethical guidelines for implementing electronic health record systems within health care institutions and among providers. The regulations stipulate how accessibility to pateints’ records must be achieved; who should access them and how privacy of pateints’ data must be maintained. Precisely, the law limits use and release by creating a number of standards health care providers must maintain as being compliant with HIPPA regulations (Medical records, 2014).

Providers according to HIPPA law are responsible for informing their clients/ patients regarding rights towards privacy and security presented in the HIPPA regulations. Also, they are required to clearlyoutline to them measures they take secure patients’/ clients’ data. Even though the health care provider/institution owns a patient’s records they are privileged to have access to their personal health information at any time. Providers are however, allowed to charge an affordable fee in giving pateints/clients access to their records. HIPPA does not suggest a particular fee, but hold providers for keeping it at a reasonable cost (Medical records, 2014).

Mission Hospital, Golden Age Hospital, and the Community Clinicrecommendation of major IT system components for best communication needs within and between the organizationis one which combines seven basic concepts. These includeelectronic medical record electronic; health record section; personal health record database; payer-based health record unit; computerized physician order entry; clinical decision support and E-prescribing (Bray, 2014).  The geographic location separating these three health care service entities is relatively small. As such, the IT vendor could explore possibilities of linking systems to provide the best communication among these three facilities.

Therefore, in identifying/defining requirements of the system subject to ethical requirements of HIPAA it would entail first finding vendors who understand HIPPA software regulations regarding patient electronic records security.The Security Rule, as it relates to Health and Human Services (HHS) mandates that the organization comply with the security framework. A written security plan must be provided.Three features must be clearly identified and defined. They include administrative, physical and technical safeguards(Bray, 2014).

Conclusions and Recommendations

This module 5 relating ‘Quality, Ethical, and IT’ controls within the proposed health care institution first identified key competencies necessary for effective functioning of the entity. They included conflict resolution, communication; computer language adoption; leadership and reasoning. Specific ethical issues regarding implementation of Information technology with the new structure was discussed with special references to HIPPA regulations. It is highly recommended that this project management review thoroughly JCAHO as well as HIPPA regulations before any further implementation measures is considered.
