The FSRC has conducted surveys which follow a well-organized process, impact and an outcome evaluation plans. It demonstrates a quasi-experimental design where the controlled group and the uncontrolled groups are unequal, due to the discretion of individuals to response to attend to the surveys as stated by Rochelle Leggett (2011). These are categorized as primary goals of the surveys and its interviewers. The process evaluation measures the activities of the program, its quality and its target audience, and gives answers to the questions as explained by Western Australian centre for Health Promotion Research (2010). The activities are covered thoroughly in this program evaluation and therefore the target audience has been reached to improve the quality and access to the health care services at affordable costs. Quasi experimental design is associated with an unequal number of both controlled and uncontrolled groups, and is more feasible as it demonstrate a practical work criterion, which can be justified by its audience; thus, in the future, the survey participants would agree to the fact that surveys are based on a fair basis and not just fabricated or premade.

Secondly, the impact evaluation constitutes to measure the immediate effect of the program and its program objectives as mentioned in the article of Western Australian centre for Health Promotion Research (2010). The short-term objectives of this evaluation provides the confidence to the company as well as its users that changes will be applied with better quality and in an adequate manner.

Thirdly, the outcome evaluation portrays the long term effects of the program and is used to measure the program goal as mentioned by Western Australian centre for Health Promotion Research (2010). The outcome evaluation brings an overall peace of mind, and is associated with the long term impacts of the program on the community. This project aims at the process evaluation in great depth, followed by its impact and the outcome evaluation, which brings about the long term effects of the program.

For the actual or proposed design, discuss whether you think it should be reviewed by an Institutional Review Board before being administered to clients or the general public, and explain why you think so.
I believe that regardless of the design criteria, the project should be reviewed by the institutional review board before being administered to the clients, as the board members hold an important position in the progress and enforcement of the company’s rules and policies, and thus the board upbringing. The board members serve as stakeholders of the company and reviewing that, they constitutes to this responsibility.
