While there are many barriers that could reasonably interfere with the implementation or revision of quality measures, it is important to consider that the availability of resources is one of the most important factors (Parikh et al., 2014). In the modern setting, many health care organizations utilize technology as a means to prevent medical errors and improve overall quality. However, organizations that are able to afford the latest technologies are able to do so the most efficiently. Meanwhile, organizations with less funding are required to allocate more of their existing resources, such as staff members, to the optimization of these processes. Therefore, even though much is known about quality improvement general, it is likely that no two hospitals will implement the same intervention with the same result due to the many factors that make these institutions different.

Another quality barrier, related to the availability of resources, is the experience and talent of staff members. While many health care institutions have training programs in place to ensure that their staff members are effective, some institutions are able to recruit more prestigious and able employees compared to others (Rahimi et al., 2007). Therefore, it is important to consider that hospitals with smaller funding will have less employees overall in addition to the fact that these individuals may be less experienced. Even though all nurses receive training that helps them understand quality improvement and intervention implementation, they may not be able to implement these procedures as proficiently as more experienced nurses. Thus, smaller hospitals or hospitals in rural areas must put forth additional effort to close these gaps in quality to ensure that all patients can access high quality care. However, it is important to consider that financial resources must be allocated to achieve this purpose as well.
