Taking into account the huge threat of sex offense and violence towards adults and children existing worldwide, the US community, as the community of any other country, is increasingly interested in the ways for deterring and preventing sex crimes in their territory. As Reading (2009), Welchans (2005), and CSOM (2008) admitted, the conventional approaches are not suitable for targeting the threat of sex offenders, so there is a need to adopt specific approaches and specific solutions for meeting the challenge of this particular threat. According to Reading (2009), a proactive change in approach can be detected in the adoption of the public-health perspective and rights-based approach that will allow the risk factors to be reconsidered and individually tailored to some specific groups of children according to gender, ethnicity, family background, potential threat of becoming CSEC victims, etc.

However, the intervention and prevention programs are unable to provide a solution to how detected and convicted sex offenders should be treated in the community after they serve their prison sentence. The community is largely for Megan’s laws providing the registry information about sex offenders to the public. However, there is an increasing amount of research evidence indicating that the possession of these data gives only a false sense of security, and registry data do not affect the rates of child abuse among new sex offenders, though they help to reduce recidivism among known offenders. Hence, there is a need to generate a more proactive, comprehensive program for sex offenders to be obliged to undergo regular mental screening and psychological testing to ensure that they have really refused from their pervert sexual preferences. Moreover, children should be educated on the threat from sex offenders and predators to be able to withstand their approaches not to be victimized.
