Purpose

To maintain a detailed list of all assumptions.

Assumption 1: Qatar Hospitals will provide the information technology team with the instructions necessary to complete the project.

The success of the project is dependent upon information presented by Qatar Hospitals. The electronic health record system (EHR) is expected to selected based on the needs of the hospital, so hospital representatives must remain in constant communication with the IT team. Furthermore, the hospital will be needed to approve upon final decisions.

Assumption 2: Qatar Hospitals will provide the information technology team with paper based health records to enter into the system.

Qatar Hospitals and the information technology team will work together to ensure that HIPPA compliance is maintained throughout the project. The hospital will either provide workers for this purpose, or provide the information technology team with permission to hire third party laborers to enter information into the system. Sensitive patient data will be protected throughout this process.

Assumption 3: Qatar Hospitals will approve the information technology team’s decisions as to which third party contractors and vendors will be consulted.

By employing the information technology company as the team responsible for project management, Qatar Hospitals will be giving the information technology company the sole responsibility for negotiating additional contracts.

Assumption 4: Qatar Hospitals will be responsible for determining the link between their health record system and the Ministry of the Interior and Civil Defense.

The information technology company will assist Qatar Hospitals’ operations by ensuring that the electronic health record system is able to share data confidentially with government agencies. However, the contact cannot be made by the information technology company to ensure the privacy of patients.

Assumption 5: The selected electronic health record technology must be compatible with the handheld scanners and the RFID system.

For ease of record access, the handheld scanners must be able to read the RFID barcodes so that information from each patient can be effectively tacked using the electronic health record system. Furthermore, these patient IDs must be linked to the previous files held by the hospital, even if these are paper records. Therefore, this must all be integrated into the system.

Assumption 6: The information technology team will train hospital employees to use the electronic health record system.

Even though the information technology company will be responsible for training key members of the hospital on the new electronic health record system, it would be impossible for them to train the whole staff. Therefore, it is expected that Qatar Hospitals will organize a training hierarchy in order to ensure that all parts of the staff are aware of how to use the system in the context of their particular role. For example, employees responsible for billing will be presented with differentiated training compared to the training that a physician will receive.

Assumption 7: The hospital will coordinate 911 calls to the local police to the hospital ambulance system.

The information technology company will be responsible for ensuring that all information tracked by the local police and the ambulatory team will be recorded in the electronic health record system. However, infrastructure connecting the two are currently in place and it is therefore out of scope of the project for the information technology team to alter this relationship. It is therefore necessary for the hospital to facilitate this communication with the relevant agencies.
