Calcutta’s Metro Statement of Work, Essay Example

Essay

The municipality of Calcutta wishes to construct a single route line comprising 17 stations and more than 10 total miles in its Metro project at an estimated cost of $ 5 billion. The track will run through the city and will be a single route line. The construction team will be responsible for the completion of the project in the stated time frame. Ireland (2006) states that contractors should conduct the necessary research to come up with an effective work plan to ensure the work is done as laid out and meets all the standards of the municipality. The contractor will proactively and appropriately schedule all the activities affected by the project work so as to maintain utmost efficiency of all of the city’s businesses including traffic and shops. The contractor is expected to among other things have adequate and appropriate machinery, labor and materials (Choudhury, 2008).

Poor project planning led to problems such as: unchartered utilities along the project site. They lacked adequate preparation for the project since the authority responsible for the construction failed to gather the relevant municipality plan that would provide a guide line to the constructors concerning the location of various underground utilities that would affect the project work. According to Bobbi (2003) the problems of construction equipment transportation and soli removal also came up due to poor planning. They failed to forecast and weigh out between the challenges and merits that would result by initiating the project right in the middle of the city rather than form one of the terminal ends.

In the project development stage, the planners should have put in mind that the project would delink shops with the operational lines and hence provided an alternative before commencing the project (Witzel, 2003). On the other hand, some problems were due to bad lack as no amount of the construction team’s resolutions could solve them. The challenge of maintain normal traffic flow to allow for the smooth running of the project arose because normal life in the town had to be maintained under whatever circumstances yet the road network was inadequate to accommodate both. The inability to entirely divert traffic from the roads was posed by the inadequacy of the road system and not planning. The question of bureaucracy was not due to poor planning as it resulted from the social umbrella created as a precautionary measure to ensure the projects life.
