Introduction
Prison system has real effects on the people come there in against of crime they committed. When the environments of prison turn into excessively painful, people proved as harmful, and they continue with the bad effects of that proved as a more dangerous thing for the free world when such people have been released. Therefore, bad environments of prisons are not merely uncomfortable or unpleasant; they can be harmful as well. Today the prisons of California are acting like a time bomb that is waiting for blast (Justia, 2010). At present, too much affection and love cannot be seen in the corrections house. The CDCR requires an overhaul of serious level. Federal court recently ordered the officials of California to minimize the prison population which is overcrowding the prisons of their State in the next six months. The Governor of California Arnold Schwarzenegger people believe that again disappointing by revising the strategy to use up the tax payers pockets as an urgent situation solution for the crises of current prison system (Justia, 2010). This paper aims to explore that will the Arnold Schwarzenegger be capable to provide such system that will reduce the overcrowded issues and establish some suitable mental and medical healthcare for the inmates of California without moving to somewhere else?

The growth in population of California results into ethnic and cultural issues that make it difficult to move and live within the prison and limit educational and treatment programs. The overcrowding in prisons is considered the main factor for system failures that results into the violation of prisoner’s rights. Criminal justice system is considered as seeds that are raising the problems of the being overcrowded prisons (Robinson, 2008). Researchers carefully observe the policy of criminal and say that the State is keeping those inmates that have been released in an effect of boomerang. Minor crimes usually failing drug test or absent from appointments indicate that the inmate is going back to prison. Arrogant and egotistical approaches have turned the heads of policy makers to make beneficial and simple systems to improve the problems of inmates at hand. It has been estimated that by the 2012 spring the inmates in California prisons should rise to 200,000 inmates approximately if the solution would not be provided fro the problems (Schmalleger, 2010). The Governor will be highly praised if he will effort for California and limit him from robbing money and filling his pockets in order to implement a positive solution. Otherwise he will be considered as guilty if he will move inmates to correctional facility of other private state. In this way there is need to explore about the possible solution for this issues and concerning to this my research aims to explore current system criminal justice system in order to suggest new solution for the overcrowded prisons.
Literature Review
Much literature has been published on this which collects the attention of public at large level. The greatest prisoners’ influx into prison started in the early of 1980s and late of 1970s in the United States created a growth rate in the population of national prisons that legal and scholars analysts have frequently described as unparalleled. Between the other things, this unparalleled growth rate if prisons meant that all national systems were extremely overcrowded and many of them are still overcrowded. Moreover, few systems of prison grew so quickly, so large, that it turned out critical for the officials of prison to maintain the locations and names of entire facilities into their system, keep away from significantly overseeing and supervising them. The largest prison systems in the nation – California – faced remarkable and comparable rapid growth rates. In the last 30 years, prisoner population of California increased to eight times, i.e. roughly 25,000 prisoners in the start of 1970s to its present population of around 180,000 prisoners (Harrison and Allen, 2006). Prisons funding and programming did not actually remain on track that meant number of people in prisons had to make due on much less. Overcrowding directly influences the physical and mental health of prisoners by escalating the uncertainty level with which prisoners consistently must cope. Cox et al., (1990) stated that one helpful psychological approach concerning to the harmful influences of overcrowding highlight the system into that being restricted in a space that is covered by number of people foster the absolute amount of social interactions people have that contain “high uncertainty level, interference of goal, and cognitive pressure…” (Cox et al., 1990). Therefore, overcrowded environments increase the cognitive level which damages the experience of that person by establish social intricacy, interpersonal instability, and turnover into an already hazardous prison environment where the interpersonal errors or mistakes in judgments can be critical. Overcrowding also increases levels of collective frustration internal to the prisons by frequently reducing the available resources concerning to the inmates limited in them (Frank, 1990). The absolute amount of things that inmates achieve on a daily basis is negotiated by the number of persons in between themselves and their destinations and goals.
