The demands of ELCC 6 have placed key restrictions and necessary adversities for schools to properly implement an educational environment that is paramount to meeting economic demands.  One key element for a school system to adhere to ELCC 6 is by implementing a centralized budget to effectively create fiscal policies and procedures that are closely monitored and maintained.  As opposed to a de-centralized budget, the element of a centralized system allows for all schools within a localized district are under the same budget.  Changes to budgetary policies and demands are able to be communicated much more effectively and efficiently.  When district leadership is working to provide authority over the school system, a centralized budget helps to control the spending and analyze areas of strength and weakness within the entire school district.

Furthermore, a centralized budget allows for a single location of financial resources in order to closely monitor and maintain the accuracy of financial statements and documents.  This is critical to adhering to the economic demands of ELCC 6 because it reduces budgetary inaccuracies and forces all individuals that impact the budget to remain accountable for decisions and actions that may impact spending.  School district leaders must have complete knowledge of all budgetary decisions and have a clear understanding of how financial resources are distributed amongst the entire district as well as why these decisions have been made.  A centralized budget allows for a more thorough cost-analysis of district spending.  As state laws continue to change and increased restrictions or economic demands are placed upon each school district, educational leaders must be able to make changes to district budgets.  School districts that do not have a centralized budget can show they have a thorough knowledge of state and local economics laws and demands while responding to the larger context in which these demands have been placed by effectively implementing a centralized budget.
