Child Advocacy Centers are examples of organizations that work together to help protect children. The key professionals involved in these organizations are child protective service workers, law enforcement workers, prosecutors, mental health professionals and child advocates. Each agency, as outlined in A Coordinated Response to Child Abuse and Neglect: The Foundation For Practice, has their own way of handling these types of child maltreatment situations but the child advocacy center reviews and brings the information together to help in the investigation process. As these agencies have the same goals, they play somewhat different roles to achieve those goals: which is ultimately protecting the child. A Coordinated Response to Child Abuse and Neglect: The Foundation For Practice also discusses how important it is for these agencies to work together. It provides several guidelines to make the community collaboration smooth.  The first guideline is to “Build and Maintain Trust”. I feel as though this could be hardest guideline to follow. Each agency has been involved in these types of situations in the past and they have handled them differently and I imagine it is difficult at first to listen and trust the point of few from a new person or agency. I am sure these agencies often disagree, but every party involved is looking out for what they believe is best for the child. An important guideline is “sharing decision-making, risk taking, and accountability”. This guideline means that all members of the collaboration take responsibility for the final outcome and not one person is to blame for the success or failure of the team.

I have a question and am curious if any of you know the answer. In my job, Adult Protective Services, our local police departments have one officer, called the Elder Liaison, that is supposed to be the first person we contact when there is an issue with an Elder in that Town/City… is there a such thing in your towns or has anyone ever heard of this for children? This officer is especially trained in elder abuse and knows more about it than most officers so at times when we, as an agency are stuck, those officers are very helpful.

The post of Michelle is very interesting in a critical look at the ways in which CPS have to be designed to work effectively in any city, state, or country. It is true that the official guidelines laid out in paper do not always correspond to the reality in which every agency thinks of itself as being the key authority in some criminal justice field, so there is a lack of cooperation between agencies in tackling the child protection issues. Instead, agencies either compete for the leadership position in the child maltreatment questions, or prefer to neglect the cases not to be overwhelmed with work. Hence, building trust, information sharing, and sound collaboration principles is one of the ways in which law enforcement and CPS organizations can become the parts of a unified, optimally functioning mechanism targeting the problems of child maltreatment.
