I believe the reading means that God is a judgmental God who punishes those that go against his commands.  From the reading, the African American immigrants from the South, who chose to mock the Denominations of the whites claiming that they restricted the movement of the Holy Spirit, attracted judgment and punishment from God by themselves. By failing to adapt to the religious ways of the city, the immigrants formed Pentecostal churches where they could sing to their God without restrictions. For once, they thought that other denominations did not allow them to seek God as they needed. They, therefore, developed new churches as a way of preserving their faith in God.

The immigrants failed to acknowledge that all humans are children of God, irrespective of their denominations, race, or way of worship. According to Psalms 82:6, all people are “children of the Most High.” By failing to acknowledge that God was the same in all circumstances, they made themselves to be small gods in their own perceptions. They acted with great authority and control that God had granted to them while in the South and forgot to abide by the social norms and rules of the city. Consequently, the God of Christianity decided to “run His course” by bringing death to them. As the Psalmist explains, everyone is bound to die regardless of their position and that God judges us when He wills. Therefore, God made his judgment and decided to bring punishment to the people. In July 1919, Whites rioted and attacked Black residents in Chicago, killing 38 of them and leaving more than 1000 homeless. God did not save them, as it was a form of punishment for their deeds in the North.
