Budget preparation is quite a complex and specific organizational process. Implementing Health IT as a capital investment that affects various aspects of a hospital calls from a highly structured budgeting process that must integrate strict organizational planning. Such a process affects the entire budgeting process, which must prioritize the areas that will contribute the most and have the greatest impact. There are many factors that play into it. The budget must include a huge collection of factors such as implementation costs for choosing a pharmaceutical system, the distribution of resources required for software, and for staff payroll in addition to the implementation costs for personnel training and maintenance. Monitoring a nursing unit requires ample resources for oversight. As such, the budgeting processes has not changed over the last five years because the system remains quite effective.

Nursing productivity is measured by work input that relates directly to positive patient outcomes. If patients are provided the hours of medical care they need, then positive outcomes will always materialize for the patient. Identifying both diagnoses made by nurses and collaborative problems addressed while the patient was hospitalized and storing this data as a component of a computerized clinical database is vital for the delivery of nursing care.
