This paper examines the need to determine whether it should be mandatory for incoming freshman of Tarrant County College to take an introductory computer skills course.

Whether you like it or not  we live in a digital age where basic computer skills form an incremental part of our lives. Under these circumstances it would not be unreasonable for a College to ask for a basic state of computer literacy for those enrolling in its’ courses. In legal terms provided they make this part of the policy i.e. terms and conditions for students accepting placement, the college has the right to refuse admission to any students not meeting these terms.  Equally, if the student does not like these policies they have the right to study elsewhere.

The concept of charging a non refundable amount of $30 to sit the competency examination, is really an extension of the policy statement.  Essentially the law of Contract and “offer and acceptance”  by taking the examination you agree to the non refundable terms in the Policy Statement should you fail the examination. You have accepted the terms and conditions and as such legally bound by them.. ” to constitute a contract, there must be an offer by one person to another and an acceptance of that offer by the person to whom it is made. A mere statement of a person’s intention, or a declaration of his willingness to enter into negotiations is not an offer and cannot be accepted so as to form a valid contract” (Acme Grain Co. v. Wenaus, 1917).” (Duhaime).

The opponents argument is a weak one as virtually every aspect of our lives is influenced by technology and the digital age.  Gaining basic familiarity with the technology at an early age can only be beneficial to the students long term education.  The increasing globalization of business will draw ever closer on the need for computer literacy of individuals.  In an academic setting students continuing to postgraduate studies will need computer literacy to conduct research and write study reports.  Even the Artist can make use of computer technology for conducting research, ordering and selecting materials, gaining inspiration for projects etc.  The list is almost endless.

The overall stance supports the College policy that there is a justified need for freshman to take an introductory computer course, based upon the arguments supported above.
