A veteran is a person who has served actively in the military, air service or even in naval and has been released or discharged under certain conditions but not dishonesty. A disabled veteran is actually a veteran who is entitled to recompense under the laws that have been administered by the department of the veteran affairs. A disabled veteran can also be referred to as person who has been released or discharged from the active duties or work due to disability that is connected to his or her service. There has been developed some programs like the Disabled Veterans Affirmative Action Program (DVAAP) that look on the issues of the veterans. This program insure the veterans on equal employment opportunity, job advancement as well as reasonable accommodation and especially those veterans who are rated more than 30 percent by the veterans affairs department. In order to establish its program well, the DVAAP set some goals. They include increasing the number of veterans who are more than 30 percent especially women and the minorities in job sectors. It also aims at increasing the number of the disabled veterans in the administrative or professional positions through the opportunities like the internal job advancement such as the upward mobility and merit promotion. The DVAAP has set a goal of increasing the disabled veterans in the professional and technical positions by recruiting them (Federal Highway Administration).
The Disabled Veterans Affirmative Action Program (DVAAP) is doing all it can to ensure that the disabled veterans has gotten the treatment they require so as to ensure they survive and get equal chances in the employment and other sectors. According to Disabled Veterans Affirmative Action Program (DVAAP), the disabled veterans are supposed to be given higher opportunities than others so as to reduce the chances of discrimination against them in the society. The Disabled Veterans Affirmative Action Program (DVAAP) ensures by all means that the deficiencies and also the advancement of disabled veterans in the employment sector are looked after. It ensures this by collecting and gathering data in the work force sectors that may help in identifying areas that have got problems in the employment sector. In the hiring of the disabled veterans, the Disabled Veterans Affirmative Action Program (DVAAP) ensures that affirmative action is taken for the disabled to ensure that their issues are looked at when it comes to hiring, recruiting or even promoting the workers. Unless the disabled veterans are given a better and higher chance than others, then it may be very difficult for the disabled veterans get through the job markets (Federal Highway Administration).
According to annual disabled veterans’ affirmative action program accomplishment report, the employment should be given to even those people who have disabilities or disabled people. In its policies, the discrimination in employment is prohibited on basis of either mental or even physical problems or impairment. It also promote the realization of the full equal employment for those people who have disabilities, this is mainly through the continuing affirmative employment program within the agency. This is mainly through the recruitment, assignment, promotion as well as training.
According to USAID, the disabled veterans had 8.5 percent of total jobs in U.S., this included full time, part time and even direct hire jobs. The disabled veterans from Vietnam increased from 12 to 14 in year 2000 to year 2001 in the job sector. All this has been enabled to ensure that the disabled veterans get an equal chance of employment as well as equal access to the information resources of the employment agencies. The USAID in its employment program activities addresses effectively the supervisors as well as managers the accommodation, special hiring and also the recruitment of employers. The federal statutes in its part requires and ensures that the agencies develop the annual Disabled Veterans Affirmative Action Program (DVAAP) plans and reports regarding the recruitment, training and also hiring the disabled veterans.
The disabled veteran’s affirmative action program (DVAAP) accomplishment report for year 2009 used the veterans’ employment opportunity act to hire more than 3617 disabled veterans into various positions like the temporary and permanent positions. This was done in conjunction with veterans’ recruitment appointment authority.
