The history of public administration depicts common themes in governance, leadership, and organization concepts which influence the implementation of government policy. The governance theme captures the elements of public management in accountability and transparency among professionals appointed the positions (Lynn, 2005). Similarly, the leadership theme also influences the delivery of public roles assigned to public workers operating in units or teams of professionals. The history of public administration also illustrates the organizational framework of governance and its inherent hierarchies required for policy implementation (Weber, 1922). In essence, professionals serving as public administrators require specific academic and professional qualifications to occupy office through appointment.

Several learning lessons can be acquired from the history of public administration. It is most convincing to learn that public administration is instrumental in the effective delivery of public policies Wilson, 2012). In this case, the themes presented above are helpful for involved individuals in offering services efficiently. It is convincing to learn that some public roles can be achieved in teams with optimized governance and strategic leadership. This achievement occurs regardless of the political regime that assumes executive roles of government (Gulick, 2012). In this case, the history of public administration illustrates how incoming and outgoing regimes maintain positive operations despite changes in ruling authorities.

On the other hand, it was least convincing to identify public administrators as civil servants of the government. These individuals are expected to implement government policies accountably and impartially. The public should access the services conveniently, affordably, and reliable from credible govern institutions formed through statutory procedures (Wilson, 2012). This was least convincing since the terms civil servants are used interchangeably in the subject of public administration. The lessons obtained throughout the growth of public services can be helpful for the unique identification of personnel implementing government policies.
