The federal mandates and regulations on health systems entails a shift in health care industry towards digital generation leading to the provision of reimbursements incentives coupled with meeting a deadline of adopting electronic patient information technology. Failure to meet the et deadline is consequential to some penalties as guided in the federal mandate. Non compliance with this deadline will be punishable by a reduction of 1% of Medicare reimbursements and these deductions will subsequently increase to 2%, 3%, 4% in 2016, 2017, and 2018 respectively (Anderson  & Ayden, 2004). This trend in the rise of deductions will continue to rise year after year.

Achieving the federal mandates on the deadline of electronic patient information is not an easy target for all players in the industry. This will even be harder for physician who practice independently and those who practice in the rural areas. However, it will be the responsibility of physicians to meet the obligations to evade potential penalties and attract the set incentives as guided by Recovery Act and avoid the challenging task that is associated with foregoing their paper chart (Detsky,  Et Al. 2007).

Physicians are anticipated to evade the penalties imposed by federal mandates and regulations on health systems through a comprehensive analysis and understanding of electronic medical records. They too have to be familiar with the requirements of implementation of electronic medical records.

The correct use of information technology is the guiding principle for the federal mandates and regulations on health systems and has very huge potentials of improving the health care provided to the patients in the national Health information Service.  It is therefore imperative that all healthcare providers adopt electronic patient information technology to show that they are mindful of the regulations and the national laws and are alo compliant with the requirements of processing patient’s health information.
