A system where the final decisions are given among the local government is known as federalism. This unit of government contains people from diverse social, economic and the political persuasions. In concert with the suggestion of the elected local officials, variety of wellbeing and the self governance, the federal system can be vulnerable to the exploitation by the narrow local interests diluted by the cooperation at the interests of the national or the regional demands (Makrovisch, 2005). On a simple explanation, the strength of the federal system lies in its capacity to issue towards the governmental decision making by the people affected.

The system delegate power to all levels of the government needs the political flexibility and defends the liberty of an individual. In the United States of America, an individual not accepted to file for any criminal case (Makrovisch, 2005). All the cases are mostly initiated by the government through the office of attorney general. The attorney general is as well helped by law enforcement agency. The enforcement agencies such as the FBI and the police are considered to handle the criminals’ behavior allegations. A lawyer has a right to defend any of the defendants within a criminal proceeding. For this to take place, a court might decide that the defendant is partly entitled for the court-appointed advice and order the defendant to donate towards the cost of representation.

The government remains part of the people since the U.S government considers that they are closely in tune with the day to day aspirations and requirements of people who are especially straight forward to the isolated and small places.  Federal System also promotes the improvement of the state in a   regional manner and accepts for innovative and unique methods for political, social and economic issues (Makrovisch, 2005). The history also indicates that the particularized advantages have finally spread alongside the other states and now seem to be commonplace.  In places where these laws are strongest, they will tend to have more recognition in politics and therefore gain greater security beyond their nationality. Some of the states are far ahead than others in converting the criminal law to provide for the wants of its constituency. There system of the federal government has immerged in an equality and participation.
