“During the 1960s, growing awareness of child abuse/neglect led to (1) public financial support for children in foster care and (2) mandates that various professionals who have contact with children must report suspicions of abuse/neglect to the authorities.” (Foster Care and Adoption) As of 2004, the number of children in foster care within the state of Michigan was 20,034 (Roberts).

Policies and requirements for foster parents vary by state. In Michigan, as in most states, potential foster parents are required to obtain a license from the state. They must also be willing to submit to ongoing educational training and must have a flexible schedule in order to facilitate visits between biological parents and the children, if need be. Medical and dental costs are covered by Medicaid. Foster parents are reimbursed for food and clothing costs.

Michigan Adoption Resource Exchange (M.A.R.E.) is an organization that helps displaced children find suitable foster homes (Foster Care and Adoption). This organization recruits adoptive families and children with special needs.

The aging out population, those who are 18 years of age and older, often have difficulties assimilating into everyday life. They are unemployed, incarcerated, and rarely seek higher education (Roberts). Because of this epidemic, the Chafee program was established (Roberts). This program helps youth in the aging out bracket access necessary college resources (Roberts).
