Goal, Objectives, and Strategies

The Department’s goal is to protect the homeland by thwarting terrorist threats and implementing emergency plans. These are the Department’s top priorities:

Lessening America’s susceptibility to terrorism

Reduce the impact of any terrorist acts that do take place inside the United States and aid in their recovery.

Plan and be ready to act in an emergency

The Department’s mission is to strengthen the nation’s security and adaptability while defending individual freedom, privacy, and civil rights. Since it aligns with the Department of Homeland Security’s mission and objectives, it was the best homeland security strategy. Its specificity, measurability, attainability, applicability, and timeliness are appealing. It also suits the agency’s objective and vision (Florida Domestic Security Strategic Plan 2021-2023, n.d.). The goal to “minimize the harm and assist in the recovery from terrorist attacks that do occur within the United States” is ambiguous, thus being one of the criticisms. What kind of damage should be minimized or how much should be minimized is not specified.

Furthermore, it is not specified how the agency will aid in the recovery (Bjerke & Renger, 2017). This goal should be refined to be more precise. Another criticism is that it is highly ambitious to “improve the security and resilience of the Nation while maintaining individual liberty, privacy, and civil rights.” It is unfeasible to believe that the agency can improve security and resiliency while upholding civil rights, personal freedoms, and individual liberties. This objective should be changed to make it more achievable (Jackson, 2016).

This is an excellent homeland security strategy. Its specificity, measurableness, attainability, applicability, and timeliness are pretty appealing, just as it dictates the goals and objectives development (Goals, Strategies, Objectives, & Tactics | Dr. Ian O’Byrne, 2017). It also suits the agency’s objective and vision, which seems to be interestingly satisfactory. Some of the aims and goals should be more precise and practical (FEMA, 2018).
