Nursing is an activity that cuts across all levels of a community. It is a process, which enhances the wellbeing of a person. Nursing exists at the local, state, and national levels. One similarity among the nurses working at the four levels is on the role of nurturing, caregiving and a providing for the needs of patients. A nurse is also a teacher at all levels. He/she provides information as well as helps clients in the acquisition of new knowledge and various technical skills. This ensures the promotion of good lifestyle (Edwards & Smith, 1998). Nurses are also counselors at all levels in the society. The differences between nurses exist especially in the kinds of patients they handle. First, nursing at the global level requires a person with the knowledge of various global diseases and calamities that may need their high quality care according to the international standards. The same occurs at the national and state level. In essence, local nurses are mainly trained to handle situations relating to diseases that mostly affect people within a state. Furthermore, global nurses evaluate health trend and various risk factors of various population groups. They also help in the determination of priorities for various targeted interventions. State nurses work in collaboration with national nurses to ensure proper patient healthcare. Inter-professional collaboration is crucial in public health is crucial in enhancing nursing services in many regions across the globe (Hoeman, 1996). For instance, a doctor has to collaborate with a nurse to facilitate treatment of a patient. The doctor has to tell the nurse what disease a patient is ailing from for proper and relevant handling by the nurse.

According to Missouri State’s Nurses Practices, there is provision of rules regulating the roles and operations of nurses. Nurses are required to handle patients of different sicknesses as stipulated by the rules. Analytically, there are no differences regarding the operations of nurses between MSNP and the generally acceptable roles of nurses in the American society and other regions of the world (Missouri State Board of Nursing). This is because the state has a well-organized nursing system catering for all elements and roles of nursing in a community.
