Two ways that regulatory agencies control the ability to develop new health care delivery models are: (1) by implementing preventive health care delivery programs and (2) through funding.

Disease prevention is a key factor in improving health outcomes and also to save money. Improved health is a benefit of participating in preventive health care delivery programs as well as a better quality of life, and this is particularly true for older adults. Indiana University reports that new health care delivery models of prevention help to decrease emergency room visits and hospitalizations which saves money for both the patients and the care facilities. This model also integrates home-based intervention which adds to the money savings (IU News Room, 2012). The program’s main initiative is to “optimize health and functional status” of its participants, as a way to comply with health care reform initiatives to improve the health of people and decrease costs.

Additionally, a press release by the U.S. Department of Health & Human Services announced that new state innovation models help states develop and implement new health care delivery models. This initiative is backed by the Affordable Care Act and it gives states the ability to develop better health care systems that lower costs and increase the quality of health care (HHS.gov). The press release also points out that a portion of state funding comes from ongoing stakeholder relationships, and this gives states the ability to “accelerate the performance of delivery system and payment models that can improve the quality and affordability of health care” (HHS.gov). This will allow states to boost efforts to collaborate with regulatory agencies such as Medicare, Medicaid and the Children’s Health Insurance Program to improve delivery systems and decrease extra spending, and this initiative is projected to benefit all insured residents (private and public).
