When designing a hiring process for public organizations, several legal and policy requirements need to be considered. The below review of the Substance Abuse and Mental Health Services Administration (SAMSHA) agency of the Centers for Disease Control and Prevention, regulated by the U.S. Department Of Health and Human Services  will provide the authors with an overview of human resource management practices of public organizations in America.

The website of SAMSHA features job vacancies, PHS, and student opportunities. The jobs are advertised on the usajobs.gov website. The below flowchart will explain how the hiring process works within the organization. The type of employment offered is contract with the service, private sector directly. In this case, the advertiser of the opportunity is the U.S. Department Of Health and Human Services.

Upon advertising the vacancy, the review panel selects applicants who match the requirements of the job the closest. The evaluation of applicants is completed based on their competencies, experience, their employment history and references.

The vacancy advertisements on the Usajobs.com website detail the individual selection process for each vacancy. The public organization uses a category rating procedure, which ranks prospective applicants and helps managers with the shortlisting process. The system places candidates into three categories: Best Qualified, Well Qualified, and Qualified.

Interviews of the shortlisted applicants is completed over the phone. The prospective manager within SAMSHA conducts the interviews, as they will have all the information about the role, requirements. The division director needs to approve the selection of the manager. The prospective manager, after selecting the applicants to the role, offers the position to the applicants. An offer letter is sent to the successful applicants.  Those who were not selected are contacted via email regarding the decision.
