Program Cost

The proposed homeless community based programme will revolve around the care and welfare of homeless individuals around within Connecticut. The pilot program is expected to generate costs associated with the logistics and management of the homeless shelter, including providing healthcare services for its clients, meals and temporary accommodation. These departments will require both part-time and full-time employees.

Sales and Wages

The program will mainly rely on part-time employees to reduce project costs. However, a number of key positions will be committed to a permanent contract. There will be a total of 56 Staff that will be employed to deal with the direct operations, medical operations, of the centre’s nursing centre. The projections for the medical team will be to tend to a minimum of 5 patients a day. However, at any given time, there will be 20 staff on duty as the others will be either, off-call or on holiday. As such these 20 medical staff will be expected to tend to a minimum of 5 patients on a daily. Therefore in a year, the community nursing centre will be expected to tend to 36,500 patients. Mathematically;

20 * 365 * 5 = 36,500

Program Funding

The sources for funding the proposed homeless community based programme will vary. This is to ensure a long-term and considerable pool of funds to finance operations.

Fund Raising Events and Corporations

Fund raising events will provide the bulk of financing for this project. Owing to the growing homelessness problems within the state, a number of residents have expressed their desire to help solve the problem. A number of high profile celebrities continually express their desire to solve the problem. Furthermore, corporations within the Connecticut area would provide considerable support in this endeavour. As corporations seek to realize their corporate social responsibilities (CSR), this program will provide an adequate channel for involvement.

Grants

Grants can be solicited from grant programs and grant giving institutions. They will provide a useful source of funding. The proposed homeless community program expects total grants amounting to 250,000. Connecticut has a number of grant programs for which this would program would be eligible.

Grants hold a number of disadvantages and limitations. One of the most significant is the inappropriate project period. While most projects that rely on grants are tailored to suit the grant programme as opposed to the actual and pertinent needs of the proposed homeless community-based programme. As such, grants are limited in the timeline of their availability. Grants are also pursued by a considerable number of NGOs. This cut throat competition can also affect the amount and consistency of the funding received.

Grants are associated with high reporting pressure, where the donors apply stringent report standards to account for expenditure of every bit of funding. While this aims at encouraging accountability, it potentially develops a corporate culture where reports become the standard and measure of performance as opposed to actual project activity.

Capital Assets

The community nursing centre is expected to have a certain amount of capital assets that are crucial for its successful operations. The following departments have been created to cater for all facets of the community nursing centre.

Medical Department: This department is the biggest in the community nursing centre. It is made up of all medical personnel involved in the diagnosis and treatment of patients. All doctors, nurses and medical assistants fall in this department.

Chemist: this is a support department for the medical department. It provides all the biomedical support. All the chemists fall in this department.

Laboratory: This is a support department for the medical department. It is the investigative wing and all lab technicians fall within this department.

Management: this department deals with the running of the community nursing centre, ensuring all the departments are at optimum functionality. It is in-charge of the co-ordination and planning for the community nursing centre.

Hospitality: this support department is in-charge of the in-patient wing and ensures that all in-patients are taken care of. Nurses also fall under this department.
