One advantage of outsourcing is being able to meet the global competition head on with all competitors having to face the same restraints. International markets generate the next stage of growth for the domestic economy and further generates new market opportunities for both domestic and international producers of goods and services.

After reviewing the Human Resources policy and employee handbook it has been determined that there needs to be a re-examining of the risk management, dispute resolution and safety inspection divisions of the book in order to ensure the outsourcing program is providing consistent and clearly defined employee policies which are essential to the promotion of outsourcing and keeping the rights of domestic employees in tact.

It is beneficial to work in the Human Resources department domestically as opposed to internationally because there is more stability from the home base of a company domestically. A vision plan can be promoted ethically in both environments but there certainly is more pressure on one to perform internationally. On the flip side, international outsourcing can generate a diversity of differing skills at various levels which enable a company to have its hands on a diverse scheme of employee’s.  However the HR Manager must have great organizational skills and leadership abilities in order to facilitate an effective company under this diverse environment.

Outsourcing technology in the computer departments has gained tremendous growth since 2007 in both India and China. “The industry has reported gains of $427 million since 2007 particularly in the computer technology department.” (Posadas, 2009).However in hopes to strengthen the United States economy President Obama has deemed to cut incentive programs to any companies choosing to outsource in the future. Some companies in the U.S. have put their international global outsourcing on hold until these financial economic crises passes. The Philippine software outsource packaging has been estimated to climb to $177 million very soon. This is concerning the economists for the U.S.

The lack of seasonal talent has also contributed the need for outsourcing to other countries rather than to keeping business within the U. S. economy. “A key might be for Asian companies to develop their own domestic stimulus packages to keep their own domestic economies strong” (Posadas, 2008). From now until the next few years prospective plans are for our economies to look inwards for support to boost the economies growth rather than to normal tendencies to outsource.

The key to keeping the American economy strong while facilitating the use of temporary outsourcing is to keep a strong home base for American participating companies and utilizing only necessary sources from outside the U.S. This may mean changing HR policies and employee handbooks in order to protect the U.S. based employees rights and regulations under the legal codes from international take-over.
