Identify management’s roles and responsibilities for and response to a complex shooting and explosion at the downtown campus.

Management has to consider and determine the building design features that may either be helpful or dangerous at the event of a shooting or bombing at the downtown campus. The age of the building. Features such as power supplies and emergency lighting would be an advantage in the case of a shooting and/or bombing.

Management is also obligated to determine an exit route should a shooting or bombing take place. The best exit route would have to be to a designated exit that leads away from the campus towards Buena Vista Building that houses the police station. However, in the case of inaccessibility of the police station, traffic or students should seek refuge away from Buena Vista Street Building. This is essential in getting the police involved in security matters.

This is followed by reinforcing the existing features that may not be dangerous but are considered a weakness, such as providing extra security measure to mitigate the probability of a shooting occurring within the downtown campus’ premises. Campus’ management also has to create a hotline that links the campus’ security team to the police station in case of any unforeseen security issues such as a shooting and/or bombing.

  4. Institute of Texan Cultures

Who should be called… explain their initial response responsibilities at the scene

The police should be called to respond to the unfolding security situation. They are responsible of setting up a 2-mile perimeter to help contain the situation by limiting entry and/or exit from the area. This is essential in ensuring the perpetrators do not get away and that all flow of human traffic is restored to a manageable state.

Owing to the fire at the Buena Vista Street Building, the police may delay to respond to the situation. As a result, the SAFP, the SAPD and the Bexar County Sheriff’s Departments should be called. It is important that all these security agencies develop a hierarchy that protocol should observe to give lead to a particular agency to ensure combined and seamless efforts.

What UTSA personal should be called and why… explain their roles.

UTSA security and medical personnel should be called in. the security personnel is supposed to help the police gain access to all areas within the campus and help take students and victims to safety by guiding them to medical and security debriefing stations set up within the security perimeter put in place. The medical personnel are meant to provide first aid to the injured as Medical Emergency Services arrive to take over.

Given the scenario, all security and medical assets responding to the situation are particularly prone to a secondary attack. This is because the perpetrators of the shooting and bombing are unknown and may opt to mount another attack on the responding security and medical units.

Considering the scope and extent of the attack on UTSA, it is important that campus relocates to a secondary site to allow for all security units take care of the investigations and analysis of the 23 crime scenes scattered all over campus. After this, UTSA will install security measures such as metal detectors and CCTV cameras.

Over the next days, police will expedite the investigations into the attack by analysing all the crimes scenes and cross-examining all arrested suspects. Management will have to collaborate with these response units and follow up on all survivors and arrange memorials all over town.

Conclusion

As Public Safety Director, my concerns should be mitigating or eliminating the access of guns and explosives within campus and the ability of the campus staff and students to respond to a security emergency as this one. Capes is particularly prone to gun or explosive attacks due to the inability of security personnel to ensure all individuals moving in and out of campus are checked for weapons. It is wise to launch a security sensitization drive so as to enlighten students on underlying security dangers in school. This will fit well with the institution’s security budget.
