Mr. Lopes is probably appropriate in deciding which database is the best. Over the years, Oracle has revolutionized and facilitated corporate organizations to demeanor data management, data retrieval and data storage in an innovative way. Moreover, Oracle aided in lowering cost associated with information technology and at the same time addressing business challenges, consequently, enabling organizations to deliver uppermost quality of services at a substandard cost (Leung, 2010). Furthermore, Oracle is an enterprise level database supporting all the current trends and covers all the principles of database management and administration i.e. utilizing ‘flash back’ technology, providing durable isolation, covering all aspects of ACID and supports back compatibility. Whereas, Microsoft Access is not recommended for an enterprise or an organization employing a number of users who are equal to 10 or even 5. Likewise, Microsoft access process most of queries on the client side, resulting in degrading the efficiency of the workstation, Moreover, there are no instances or backups, if the database files is corrupted, there is no way to recover it. Furthermore, Microsoft access do not incorporate a client / server architecture that may led to additional execution of queries from the client side, resulting in network congestion and degradation of network services.

The implementation cost of Oracle databases is probably $120 per hour. Moreover, Oracle is extensive to deploy, as it requires 40 hours and an experienced DBA to manage the task.
