Toulmin Essay- Minority Set Aside Programs for Minority Owned Contracting Enterprises and Potential Ramifications

Introduction

Initiatives which include the minority set aside and the small contracting business set aside programs are contractual delegation programs which are directed toward contractors whom reside in the state.  In many of the States of the U.S., small business contractors are categorized as enterprises which have been in existence for a year which sustain a main place of commerce in the state and can demonstrate the previous years’ revenue as being less than $10,000,000 (Schell 16).

Claim

The claim which will be made in this Toulmin essay is the challenge of establishing set aside programs for minority businesses and the moral outcomes of intending to enhance the educational and employment opportunities of minority and female pawned enterprises by the implementation of state and federal initiatives (McCall 17).

Background

Women and minorities compose more than one fifth of the population in the United States, they only have controlling interests in less than ten percent of all contracting firms and only are able to acquire five percent of the contracting contracts which are awarded through the state and federal government (McCall 18).

Harm principle

It would be beneficial to increase the number of minority and women owned businesses due to the harm principle. The harm principle states that the members of society would be justified in applying extrinsic methods in order to prevent less advantaged members of society from inflicting harm upon their neighbors.
