Abstract
It was on March 8, 2014 when the Malaysian Airlines Flight MH370 fell off radar thus, reports of its disappearance were all over the world news. From this event, Malaysia received its share of praises and criticisms, and the search-and-recovery (SAR) operation was massive. Many countries joined in the search of the Flight MH370 because this is an unprecedented event. Malaysia opted to put up more teams to help in investigations since it is one of the most difficult searches ever experienced in human history. Other countries also joined in the search because it gave them experiences that were priceless (Abas, 2014). Therefore, the 26 nations were on a grand mission scale that no training was able to provide. Consequently, this operation was equated to combat training exercises. This event is significant because students in public administration class have the chance to understand the measures to take and processes of decision making in such unprecedented incidents.

Introduction
This information is derived from CNN reports, and other news articles published by reporters from all over the world (Mullen, 2014). It is an event that was on all media houses because of the people aboard the plane. Humanitarian organizations also came on board because it is their duty to ensure that the rights of all people, round the globe, are respected, and attained no matter the situation. In addition, this unprecedented incident relates directly to Malaysian governmental affairs. Furthermore, the public administration sector of the 26 developed nations was something that was intriguing to look into and learn how they undertook their operations. Collaborative governance is an area that draws from diverse practice realms and public administration research. Subsequently, this incident helps in synthesizing conceptual frameworks, practice-based knowledge, and research findings into a framework that is integrative for collaborative governance (Emerson, Nabatchi & Balogh, 2012).
In addition, the department of human resource department in the 26 nations had to work together in ensuring that social equity is attained. This is in terms of resource distribution and redistribution, plus simple fairness and equal treatment. The issue of social equity is apparent in this event because it is visible in the way the government is conducting the investigation. Its prime goal in the SAR operation is to find the plane and all other matters will follow. For example, the argument of the amount of money is not a question. Money aspects will be looked into later; right now what is important is getting the plane in time to be able to rescue the people on board the plane. The knowledge of social equity is essential because long-term solutions are achieved and thus, courage is instilled in public administration personnel (Norman-Major, 2011). This is a solution that will be measured to show the efficiency and effectiveness of public agencies and policies implemented by governments.
