This paper is trying to describe how government can measure its performance after which it is reported. This will show the public how the government is performing. The managers in the government devises the measures used and the resultsare reported within the government. This activity of measuring the performance is very important in managinggovernment activities. This method has some weaknesses, as it is not reasonable for the government to measure its performance using the measures designed by the same government. The government itself can influence those measuring the performance. Due to influence, nothing can be done to improve the governments’ performance as per the interests of citizens or other stakeholders. The results of the performance cannot be relayed outside the government to the citizens. The government does another performance measurement and the results are released to the public. The challenge with thisperformance is that, the guidelines used are designed to suit government managers. This is because the results will not suitthe interests of the citizens. The last performance measure is the one done by including citizens on designing how to measure the performance. This will improve the communication and trust between the government and citizens. This is the most accepted method. However, it should be improved by incorporating independent auditors from outside thegovernment. Countries like United Kingdom and Canada has adopted this measurement of citizen-based performance.They are also trying to influence other nations to use this performance.

How can the government measure its own performance using guidelines designed by its managers? How can the results of government performance be hidden from the citizens? How can the guidelines use to measure the performance be designed to suit the interests of government managers?
