Pattom-Fuller Community Hospital is currently accepting proposals to develop and redesign the network architecture of the current system. The institution has determined that it requires additional storage space and upgrade of the software components on the servers’ hardware. The main aim for drafting this Request for Proposal (RFP) is to make invitations for proposals from qualified IT organizations. It aims to conduct a fairly extensive evaluation of the bidding candidates and subsequently choose the appropriate one who best represents the set objectives of the institution.

The Pattom-Fuller Community Hospital administration is determined to install and implement an upgraded system. The proposed system is expected to ensures and guarantee exceptional data and information security. The institution wishes to align most if its departmental processes with the legal requirements pertaining to privacy of information. It is also expected to resolve any future data storage problems that might arise.

Proposal Guidelines

This Request for Proposal highlights and outlines the requirements for a competitive and open process. All bids are acceptable till on the 30th of April, 2015 at 5pm local time, therefore, any propositions received after this time frame will be either disregarded or returned to the sender. All the presented proposals ought to be signed by an authorized agent belonging to the bidding company.

Any companies planning to subcontract work is mandated to provide and clearly state this detailed information in the proposal. In addition, the full expenses incorporated in tenders should be all-inclusive to take account of every contracted or outsourced. Purpose of the project:

The current Pattom-Fuller Community Hospital’s entire system platform does not offer data backup plan, there the installation of backup servers is vital.  The system servers additionally require software upgrade to the new and latest components. The communication and data storage servers require technical configuration to facilitate database normalization and encryption of information to enhance security of patient information.

Project Description – The Pattom-Fuller Community Hospital is looking for a service provider to install backup servers in a RAID setup in for critical sections in the hospital, that is, the pharmacy, laboratories, RIS and X-ray workstation The design and layout of the network is expected to keep the system safe from intrusion by hackers or unauthorized access. The system should also schedule timely backups for information and data stored in respective sections of the hospital. The system servers should have power bank to provide backup supplies to ensure consistency in information storage.

Project Scope

The scope of this project entails the installation, configuration and implementation of the server side of the network system. The following benchmarks will be used:

  • Ability to corporate with the Pattom-Fuller Community Hospital’s IT Department on management of project duties and assets
  • Plan and perform a complete testing of the newly installed system components like the backup server and power supply
  • The complete software and licensing requirements ought to be incorporated in the project

Request for Proposal and Project Timeline

Request for Proposal Timeline – The assessment of all applications will be finished between May 1, 2015 and May 15, 2015. Bidders will be notified in case there is need for further clarification regarding their proposals. The announcement for the winning bidder is due no later than May 16, 2015 which will initiate the contract negotiations until May 30, 2015. The non-selected applicants will be notified by May 20, 2015.

Project Timeline – The project commencement stage must be finalized by June 31, 2015. The planning segment should be concluded by August 15, 2015 and this stage will define the timetable for the rest of the project stages.

Budget

Every proposal should entail a detailed projected budget for the entire project tasks and scope. The expenses should be specified as a monthly recurring cost (MRC) or non-recurring cost (NRC). Pricing for the items will be listed in the format suggested below:

Bidder Qualifications

Bidders should deliver these given items in order for their proposal application to be considered:

  • List of how all personnel from the company expected to work on the project.
  • Portfolio showcasing past works and testimonials from former clientele.
  • Illustrate exceptional knowledge and expertise in planning, structuring, and networking computer systems
  • Possess the required hardware and software resource components for the project
  • Give a summary of the complete testing plan, the management methodology and timeframe for entire project completion.

Proposal Evaluation Criteria

The Pattom-Fuller Community Hospital’s Administration will assess all applications based on the standards listed below:

  • Proposed value and cost for the entire project
  • The staff should possess technical expertise and experience
