The goal in the pre-event-phase is to reduce the likelihood of accidents due to negligence or disregarded building codes in residential areas. Factors that should be considered include the following:
- Humans involved: The proper construction of a building should be examined by all people who are part of the designing team. If the property is being built by an architect, there are certain codes of ethics and building codes that he or she must be familiar with. If there are any codes missed, the engineer who is part of the job should be able to pick it up. There are building permits to be secured by local governments and these things are supposed to help let the public know if the building meets the objectives.
- Equipment: Proper equipment should be used in construction of the building. When building the actual property, it should be ensured by a supervising designer that all materials are safe for the environment that it is built in. There are also codes in terms of the quality of material being used, and it is supposed to last certain weather conditions that the property is in. Usually, these are specified by the state or local authorities.
- Environment: The ground or foundation that the property is being built in should be safe for construction. The soil should pass a safety level and must not contain any hazardous chemicals or materials. It should be stable enough to hold a certain amount of weight, and this should determine the size of the house. There should be a ground inspection before construction commences in the property.
The goal in the event phase is to reduce the severity of further damage caused by negligence of building codes. Factors that can reduce the extent of injuries include the following:
- Humans involved: Proper communication with local authorities is relevant in case of an event phase. There should be safe exits for the property such as fire exits. For disaster prone areas, there are certain requirements to be met in case of earthquake, tornado, hurricane or even flood. Rooms in the house are usually built in case of an event like this.
- Equipment: The house should be equipped with the proper safety equipment to ensure that no further damage can be done. This would include fire safety equipment.
- Environment:The environment should allow for an easy exit. A safe evacuation plan should be designed in case of situations like these. Requirements for certain properties include the maximum number of occupants within the room and would not allow housing a large number of people. There are allotted minimum exit sizes for residential properties to allow for safe evacuation.
The goal in this phase is to reduce the disabilities due to the injuries. Factors that can reduce or limit the effects of injuries include the following:
- Humans involved: The area of the property where the accident occurred should be inspected and examined to find the genesis of the problem. Building inspection specialists should be able to pinpoint where this started to be able to determine who was at fault. At times, it is due to faulty design. Local authorities should be notified of the accident, severe or minor, to be able to get fast help for those who were involved.
- Equipment: The equipment needed varies according to the situation. Usually, firefighters are the ones who are called in for times such as building accidents. They would use equipment such as axes and even the Jaws of Life.
- Environment: Temporary housing should be determined for the victims of the accident. The structure and framing of the residential property should be fixed in order for it to meet standard as well as to avoid future accidents.

Building code violations, whether residential, commercial or industrial are crimes and are punishable by law (Underwood, 2009). Most of the time, these violations are subject to fines, and the violator can even be incarcerated for some time. If there are any codes being violated, if the homeowner, or property owner is aware, there will be consequences in terms of the insurance covering the property.
These requirements are given by the state and is up to the property designer to achieve (Underwood, 2009). There are a number of codes and standards to be followed to ensure public safety. Minimum and maximum measurements for structures are specified, and to ensure if a property is up to code, building inspections are done regularly. These codes are seen throughout time and there is even evidence of it found in The Bible book of Deutronomy 22:8:
“In case you build a new house, you must also make a parapet for your roof, that you may not place bloodguilt upon your house because someone falling might fall from it.”

The most effective level for this type of accident would be the first level, pre-event. This is because accidents due to building code violations can very much be avoided if these building codes are just followed. Public safety is very important, and to ensure that one’s home is in good shape, regular inspections should be made. If there is a violation seen in the home, or a potential risk, action should be taken at once. Homeowners should see to it that all possible risks are eliminated because it is better to prevent an accident from happening than dealing with the aftermath.
