Presuppositions are generally accepted assumptions that form a truth that is taken for granted.

In this statement, the presupposition lies in the emotional state and power of the senator, Dianne Feinstein. The first presupposition is that the senator had control over the whole panel that produces the report. The second presupposition is that Senator Dianne Feinstein is an emotional individual who makes decisions based on her feelings as opposed to the prevailing needs.
