When the project started, different responsibilities were assigned to different people. This also created the basis for accountability because each person to whom a task or tasks were assigned assumed responsibility for making sure that the job is done properly and all protocols are followed as per the organization policy. Moreover, it is not always possible to plan everything in advance as unexpected issues and problems may occur over the course of the project. Organizations usually have policies as to how the unexpected problems would be handled and who will have the power to decide the final solution. The basis for the power to make the final decision may be legitimate powers which arise from one’s formal rank and position or it could be expert power which comes from one’s technical background, expertise, and experience. To decide whether one used his/her administrative powers responsibly or irresponsibly, the whole decision making process should be reviewed to determine whether the person in question fulfilled all responsibilities required of him/her and whether he/she followed all procedures that are usually followed in a similar situation. Moreover, did the person in question had an administrative power to make the decision on the basis of legitimate or expert powers or he/she exceeded his authority.
