One purpose of prisons is to rehabilitate the offenders. This means that the prisons should be releasing the offenders who had minor offences and have shown signs of reforms to pave way for the more serious offenders. This method will clearly bring out the rehabilitative aspect of prisons. The prisons managements will exercise their roles to ensure that the prisons are not only places for custody and punishment but also places that bring out substantial men and women.

This method also ensures that overcrowding in prisons is controlled without spending more funds in building more prisons. The method also improves the behavior of the prisoners since they get to learn that by reforming, they will be released from the prison. The method of releasing the less dangerous prisoners also ensures proper prison management by ensuring a small number of prisoners who can be controlled. Expanding prisons may only increase the number of prisoners who may be difficult to be managed by the prison authorities.

Every now and then people are committing serious crimes that lead to sentencing. This means that the prison rooms are getting overwhelmed by numbers every day. To ensure that the serious offenders are jailed, the most quick and affordable criteria is to regulate the inflow and outflow of prisoners by virtue of their offences and how they reform. This method is, and will always be effective in transforming the prison departments which are mostly faced with prejudice for harassing inmates and producing hardcore criminals instead of reformed individuals. The criterion also gives hope for the less dangerous prisoners about their future dreams and ambitions
