- Saudi Arabia government historically had to introduce the notion of the renewal and regulation of the religious discourse, and this was in an attempt to fight terrorism. This was described as some product of radical religious interpretations that was taught in Saudi schools.
- The religious discourse before the gulf war was full of corruption and blasphemy. On the other hand, after the gulf war there was the religious revivalism and purification. There was the establishment to protect the faith from corruption, and they also practiced the punishment of the transgressors. After the gulf war, the religious discourse had to promote virtues and prohibit any vices.
- The government through Saudi police initiated arrest campaigns after every outburst of opposition activity, plus restriction of movement and banning of the preaching cassettes. The religious discourse was also put under some surveillance, and there was banning of meetings.
- The Shari’a rules that the government of Saudi Arabia adapted in order to legitimize Islamic activism involves comply of the Islamic law and the Quran. There was nothing to bind the written law and the Quran and the Sunna was subject to interpretation. This implies there was no recognized political parties.
- The Saudi Arabia government has had to adopt the Shari’a rules in some un-codified form. The rules have also been supplemented by the regulations that were issued by the royal decree, in which case it covers the modern issues, for instance the corporate law and the intellectual property. Indeed, the Shari’a laws still are the primary source of law, especially in areas of family, criminal context and commercial laws.
- The rules have had to conflict with the rhetoric of opposing Islamism groups because the goals of the Islamism groups are to include the rules in the political arena also, not just within the borders. They also oppose the western culture and the power of the west.
- To some extent, the conflict has had to threaten the social and political stability of some nations such as the Middle East countries and the west countries such as the United States. Saudi mostly targets the US as they refer it as, “the vast Satan.”
- The institutions that have been involved with the regulations involve religious institutions such as the Hewala, in which case it was developed by the Islamic jurists and influenced the civil law. Other involves ministries and hierarchies. They used scholars as tools. The other involves the Islamic law, in which they incorporate tools such as the strict codes of behaviors. They have the target of the political corruption also in the nation occupied by Muslims.
- The tools were somehow not efficient because it seems to worsen the situation rather than healing.
- Some other ways that can help Saudi government control efforts involves the use of dialogue. Dialogue and attendance can only advance relationship. Such a step will be the many steps towards some long process of mystification that have had to obscure politics and have had to delay calls for the political participation in Saudi Arabia.
- The Saudi experience in regulating the religious discourse will help other Muslim countries in dealing with criticism from the political activism. Incorporating the opposition will be a boost in the creation of peace and good relationship for efficient regulations.
- What is quite needed is patience and dialogue with the inert-governments. Communications also play a good role and accommodating the views of all the people that include the opposition. The will create some capacity to establishing of the efficient regulatory body.
