Different Frames of Leadership:

  1. Stryctural Frame: this frame basically insights the manner by which the work is allocated to the right people and the right groups who can handle the tension itself.
  2. Human Resource Frame: this frame basically focuses on the ways by which the adminsitraotrs and leaders find the way to satisfy the hierarchy of needs of each employee thus appealing to good performance that they can provide to the organization.
  3. Political Frame: this process aims to utilize the hierarchy of authority provided to those who perform at their best in order to motivate each individual to work at his best.
  4. Symbolic Frame: the utilization of symbols to invoke thinking towards the members of the employee body is expected to create a definite form of indication on how perofmrance is improved through distinct indication of symbols that appeak to their thinkin thus empowering proper response from workers.

Q1- Discuss the limitations of the single frame approach?

Certain leaders often prefer a single frame approach. This approach, however, exhibits some limitations, most of which can have major effects on the overall performance of the organization. Some of the limitations may include the following:

Poor decision-making – the use of a single frame approach may lead to poor decision making. It is because it offers only one perspective to a given problem and leaving out the others. A manager, in this case, may, therefore, decide to use one approach and leave out the other. For instance, in a case where an organization is failing a manager decide to use either of the approaches to find a solution to the problem. A manager using the multi-frame approach may use the four approaches to making the decision, hence resulting in a great success (Hauswiesner, Grasmug, Kalkofen, & Schmalstieg, 2012). However, a manager using the single frame approach may use one frame to make decision leaving out other major elements. It could result in imminent failure and lead to further organizational failure.

Single frame approaches provide the narrow perspective of an organization and the problem in question. Analysis of an organizational problem using the single approach may lead to the narrow depiction of the problem. It means that it would not focus on the problem in its entirety. The single frame approach only provides a narrow and shallow perspective of the problem and solution. Such narrow perspectives may lead to shallow solution approaches, which, in the long run, would not solve the major organizational problem. Owing to the above shortcomings, Bolman & Deal (2008) highly recommend the use of the multiple approaches to decision-making.

Q2- Next, describe why a multi-frame approach may not enhance our abilities as public administrators to understand and manage organizations?

The multi frame approach takes into account all the frames of an organization, mainly including the structural, human resource, political and symbolic frames. Most of these approaches mainly benefit organizations, hence are highly applicable to managers (Hauswiesner, Grasmug, Kalkofen, & Schmalstieg, 2012). However, the public administers may not find this approach as good since it does not fully enhance their abilities. Public administrators mainly focus on the political frame to analyse people and organizations. This implies that other frames such as the human resource, structural, and symbolic may not be relevant in their case.

Within the domain of public administration, political frame approach stands out to be the most used; hence, combination with these other approaches may not yield significance result. For instance, a public administrator may not find the human resource frame relevant since the scope of the management does not directly interlink to that. Relatively, the structural frame may not be relevant within the public administration scope depending on the niche. In so doing, the public administrators may not find it easy to run and manage organizations. The public administrators may therefore not find all the four frames relevant hence failing to enhance their abilities as public administrators.

Q3- How can we justify the use of multi-frame as a way to develop effective practices and solve problems in the public sector?

Bolman & Deal (2008) applauds the use of multiple frame approaches in finding problems to a solution. The multiple approaches such as human resource, structural, politic, and symbolic constitute the major approaches used in multiple frameworks (Bolman & Deal, 2008). A combination of these approaches can have a significant impact in finding the solutions to problems within the public domain. The multi frame approach can thus be used in a number of ways in conjuring solutions that can be used in finding solutions.

One of the ways through which such approaches can be used is by developing various practices that conform to the four frames (Shum, Ke, & Zhang, 2010). This is mainly achieved by considering the problems and perspective of the organization. After such analysis, it would be easy to come up with the correct solutions that would solve the organizational from all perspectives.  The multiple approach can thus be used in a number of ways to find better solutions to the problems occurring in the public sector. Below are some of the ways that multi-frame approaches may be used in finding solutions to problems within the public sector.

The public administrators can perform an analysis, check on the organizational problems and then use each of the four frames to analyse and find a solution to the problem. Each of the analysis can then be considered vis a vis the frames used. The scope of the multi-frame is wide and therefore takes into account number factors most of which directly relate to the public sector problems. Therefore, the use of the multiple frame approach is applicable within the public service domain. Similarly, the elements of organization such as human resource, structures, politics and symbolism are also found within the public sector. It is therefore evident that the approach can be used in coining solution to problems within the public sector. Through the application of the frames in broad terms, significant outcome can be achieved in regards to solving the public problems.
