Social Risks and Challenges in Post-Disaster Resettlement, Essay Example

Disaster recovery refers to the most important phase of managing emergencies such as a hurricane or oil spill in which the incident is stabilized. This phase ends once the community has fully covered from the ramifications of the disaster, so incident stabilization is critical via the resolution of any and all immediate threats to human health and safety as well as property losses. There is a sense of urgency to rebuild damaged infrastructure and restore associated services, reconstruct damaged property and restore housing to displaced property owners, and to aid the community in restoring its regular pattern of quotidian activities. Indeed, there are a litany of agencies involved in housing recovery in the management of natural disasters because of how many different components are involved in household and housing recovery that all require various resources that must be allocated by more specific agencies. The level of specificity in the type of service offered within housing recovery underscores how important housing recovery is in emergency management. Housing recovery has various dimensions that must be immediately addressed by government agencies. Emergency shelter is required in the immediate aftermath of an emergency, which calls for unplanned locations created spontaneously in locations in need that are constructed in order to provide protection from natural elements. One example is the makeshift shelters created in the aftermath of the Fukushima nuclear controversy to insulate the Japanese from deadly radiation levels. This type of shelter can be fused with temporary shelter, although temporary shelter included sleeping facilities and a place for people to prepare food in addition to lodging.  For more permanent housing recovery, temporary housing enables victims and displaced individuals to reestablish routines within the households in certain structures and locales. Permanent housing is an even more long-term resolution to this form of housing recovery.  Such a stochastic process of reform, meaning there is a high possibility that a family will move from one type of housing to another, calls for various government agencies to oversee each component, especially if a disaster takes place on a macro scale
