Special Economic Zones are availed geographic segmentations surrounding a country with flexible considerate rules and regulations, and whose business are based policies to motivate external investors’ primary industries, secondary and tertiary trades (shah). In about 1970s ten years after the regenerated Cultural Revolution, which retracted the economy and exposed people to physical injuries and psychological exhaustion. China surely was undergoing unavoidable changes. In reactions to the challenges related to this Deng Xiaoping who was the chief architect of the Open Door policy, reinstated the economic policy in 1978 which ideally deemed was a necessary resolution then (Zeng). The farmers in Xiaogang in around November 1978 in a small village in Anhui Province, reengineered the so called contract responsibility system. This was then attributed to the first factor based for identifying and implementing the idealized fruitful rural reforms witnessed in China (South China Morning Post 2008). A month later the nationwide governance system through the central government implemented the Open Door policy. Guangdong and Fujian in July 1979 adopted the concerns and directed to the provinces that took the lead in the collaboration globally and had the concern workable as termed the special policies and flexible measures (Yeung). Shenzhen, Zhuhai, and Shantou in Guangdong Province at around August 1980 gave birth to the perspective of the special economic zones. This was then accompanied by Xiamen in Fujian Province in October 1980. The central authorities in 1984 regenerated the concept of SEZs that lead to dubbed Economic and Technological Development Zones (ETDZs). This was termed at the initial stages as the China’s national industrial parks. The comprehensive SEZs varied from the TDZs in a unit of a reference scale related to the ultimate end. The entire entity of SEZ particularly is made up of very many areas often the whole areas surrounding the city or province of concerns. China has managed to extend the entities to six comprehensive SEZs and 215 ETDZs in the end of the year 2014.  The figurative representations of the factual elements is depicted in table 1 that gives entities of each economic zones since the year 1980 to 2014.
