The first group of special needs prisoners is HIV positive and AIDS inmates. This is a group of inmates with impaired immune system and their disease condition need special attention as well as constant subjection to treatment programs. This group of special needs inmates can cause various management issues. First, they can transmit this disease to other inmates if appropriate control measures are not implemented. Such measures include creating awareness by educating inmates on the possible transmission methods of the disease so that they can take appropriate precautions. If appropriate precautions are not implemented, this group also pause a great risk to correctional institution employees and visitors in terms of possible infection. Therefore, appropriate measures have to be taken as early as possible before the group becomes a financial burden to the healthcare system provided in prison settings.

The other group of prisoners with special needs is substance abuse inmates. These are inmates whose common denominator for their problems is either alcohol or other drugs. Such inmates suffer from dependency on alcohol and other wide range of drugs. This group is also capable of causing a number of management issues within the prison setting. First, such inmates, if not well monitored and controlled, can cause a lot of physical harm to their fellow inmates in terms of violence and physical abuse. Such prisoners are also capable of escalating their violent acts to employees working with the prison setting including visitors. In extreme cases, such inmates may be driven to engage in for bidden acts such as taking away their own life while under influence of drugs (committing suicide). Therefore, the management in prison setting needs to organize for education seminars and programs that will create awareness among prisoners on the effects of drugs and subject such inmates to rehabilitation therapies offered by the programs.
