The Bay Area SUASI Program in San Francisco, CA and the Regional Homeland Security Coordination Council in Kansas City, MO offer two models of regional coordination of emergency planning. The Regional Homeland Security Coordinating Committee (RHSCC) aims at amplifying efforts in the region to respond to, protect, prevent, and recover from a vast array of hazards and threats, particularly terrorism by bolstering cross-discipline and jurisdiction relationships; devises protocols for emergency situations; optimizes and coordinates the use and sharing of resources;  amplifying the abilities of first responders through investments in training, exercise, and equipment; and bettering early detection, surveillance, and deterring threats and hazards from materializing. This model aims to sustain collaborative efforts at the regional level through the dissemination and sharing of intelligence while reducing duplication. It focuses on created strong regional response systems while eschewing federal support. The Bay Area risk management model involves a complex matrix of analytic software systems, peoples, and processes that enables the region to discern which hazards and terrorism threats pose the highest risk in the regional; what services and capabilities are of the utmost importance to effectively address such threats; and to what degree the region is capable enough to thwart such hazards. This model depends more on infrastructure and intelligence in order to facilitate efforts at the micro and macro levels to combat terrorism, serial crimes, and drug trafficking, and gangs.  As such, the Bay Area approach involves government agencies at the local, state, and national levels. Involving agencies from all levels of government in this model facilitates coordination efforts and maximizes resources given to thwart any and all hazards and threats.
