Introduction
The United States health care scheme is the area under discussion of much polarized debate. It is argued that the Americans enjoy the best health care systems in the world demeanor in mind to the freely available medical technology and the state of art facilities that have turn out to be extremely emblematic of the system. On the other hand, some people criticize the American health system as being patchy and ineffective, pointing to the fact that the America spends more on health care than any other nation in the world yet still suffers from massive un-insurance, uneven quality and administrative waste.
For one to understand the debate between these two diametrically opposed perspectives, it requires basic understanding of the structure of the United States health care system. This will give an enlightenment of the directorial and fiscal of the system as well as place in the United States health care system in an expansive global environment.
Prevention and Public Health Care Investing and improving preventive health care in the United States is an essential part of health reform. Preventive health care develops the overall health of all Americans and helps reduce needless costs.
The private insurers dominate the United States health care system. A number of United States agencies and departments put into practice United States government global health involvement. Overall, United States global health support is not always synchronized.
Although several United States organization and departments implement global health programs, this report focuses on funding for global health programs conducted by the United States Centers for Disease Control and Prevention (CDC), a key recipient of United States global health funding (Worker Health Chart book, 2000).
Centre for Disease Control and Prevention (CDC) is a federal agency in the United States of America that helps in protecting the health and safety of its citizens. Its major functions includes the investigation of problems related to health, carries out research programs and therefore develops and publishes public health policies. It also establishes and applies disease prevention and control. It forms one of the major components that enable the operation of the department of Human services and Health. Therefore, the CDC has developed partnerships with the private and the public sectors that have been created to improve the information flow throughout all the health care centers. CDC is dedicated to achieving true improvements in the lives of people by enhancing health impact and minimizing health disparities. To achieve this, CDC has formulated a set of four goals that are sustained by other health strategic goals and objectives. The goals include; Healthy people in all stages of life; healthy people in healthy places; prepared population over emerging health threats and finally healthy people in a healthy world. These overarching goals have helped CDC and other health agencies working with CDC to meet its objectives.
United States Centers for Disease Control and Prevention (CDC) gets its funding from the congress for the global health efforts through five major budget lines namely global HIV/AIDS, Global Immunization, Global Disease Detection, Malaria, and Other Global Health. But the United States Centers for Disease Control and Prevention (CDC) practically does not treat its household and universal problems separately; instead the experts are used in both the domestic and global responses to the health concerns.

The National Institute for Occupational Safety and Health (NIOSH) is the primary federal agency, which conducts research on the safety and health of the work place. NIOSH is part of the United States Centers for Disease Control and Prevention (CDC). Established in 1970 to provide information, education, research and training in the field of occupational safety and health, NIOSH develops and promotes the use of national and state-based surveillance systems in recognizing, computing and trail injuries and illnesses. In addition, NIOSH also develops and evaluates the prevention measures such as control technology, personal protective equipment and work practices.
The institute produces and distributes various information materials as well as strategy and criteria documents, nominal and scrutiny intelligence to ensure the workplace safety and health messages are effective for the individual workers (Cullen and Rosenstock, 1994).
National Centre for Immunization and Respiratory Diseases (NCIRD) is mandated with the responsibility of planning, coordinating and conducting immunization activities in the states. As part of the United States Centers for Disease Control and Prevention (CDC), it provides consulting, training, and statistical services to assist the state and local health departments across the United States in planning, developing and realizing the inoculation programs.
NCRID supports a national frame work for disease examination and assist the health departments in vaccine development and administration systems. In addition, it supports the global immunization and respiratory disease prevention and control priorities linking the epidemiology and laboratory science around vaccine-preventable diseases. This synthesizes the vaccine related information from other parts of the CDC with the inoculation specialists.
The Agency for the Toxic Substances and Disease Registry (ATSDR) is a department under the health and human services umbrella. Assigned the duty to implement health related provisions, it assesses the existence and environment of health hazards at specific superfund sites in addition to preventing and reducing revelation and the illnesses resulting from such exposures.
