The health information convoys three distinctive types of roles and activities that measure the performance of information systems, which these are: transaction specific, performance aggregates, knowledge drawn from external sources. Starting with transaction specific, which focus on identifying diagnosis, chart, conditions, and treatments and record all the specific information for providing patient care, for ordering supplies and to maintain financial records; then, performance aggregates-it tends to measure the problem in question, and establish a target level or goals that has also has values of performance at each hierarchical level and for studies of alternative operational solutions; and knowledge drawn from external sources-benchmarks, best practices, guidelines, and published literature (Griffith, et al. 2007)

This is to acknowledge of Health Information Probability Accountability Act (HIPAA) of 1996, that has many provisions related to handling sensitive medical information and the consent of providing care and the treatment plans with patient’s understanding, acknowledgement, and confidential information would be disclosed to authoritians when needed. Protected Health Information (PHI) The Privacy Rule protects all “individually identifiable health information” held or transmitted by a covered entity or its business associate, in any form or media, whether electronic, paper, or oral. The Privacy Rule calls this information “protected health information (PHI).” Legally, PHI can be used in individuals’ past, present and future medical condition, and the expenditures on medical bills.

Data accessibility and data relevancy typically refers to software and activities related to storing, retrieving, or acting on data housed in a database or other repository. This allows patients to be satisfied with overall valuable healthcare experience in most effective way.

Electronic medical record (EMR) is a technical paperless system, from hard copy paper converting into digital paperless format for easier transmission to variant of authoritians, medical/clinical personnel departments, pharmacies, facilities, units, and the government.  The purpose of electronic medical record (EMR) is to keep track of medical information and promoting the sharing of health information (Young, 2008).

A business entity, like, the HCOs, has came to realize how instanteous on retrieving medical information from any departments electronically and how multiplied of care that can be given on a given day that was effected by the EMR, and how progressive of compensure can accumulate its cash flows, physicians provide more than quota requirement under the old system, for example.

The overhead costs of implementating of EMR are expensive and have to go in effect by the standard board of Joint Commission Accreditation Healthcare Organization (JCAHO) and Agency of Health Research and Quality (AHRQ) and many other health-related organizations mandated for speed, accuracy, and quality of transmitting medical information. Thus, this means, that all HCOs have to comply the new technical information system before becoming accreditated organization.
