The fact that elections are conducted in a manner that is peaceful is not an implication that they are fair and democratic. Democracy in elections calls for a lot of attention with the donor governments exerting some pressure in as far as the elections are concerned prior to the achievements of some democracy preliquisites that are clearly defined. Some of the minimum standards that area requirements for a democratic election include the developments in the civil society, issues of decentralization as well as the rule of the law.
