Introduction

Clinics are considered as smaller units of healthcare institutions that are distributed around the society especially when it comes to managing available resources for the sake of improving healthcare operations for the public (Gupta, 2011). Public administrators of nations and communities around the globe give proper attention to the different aspects of developing healthcare operations for the sake of improving the way the public is reached by the medical representatives coming from both the public and private institutions (Haddock, et al, 2002). Managing of these resources are also handled privately by institutions lead by administrators who are engaged in providing private healthcare services to the people.

In this presentation a focus on a private clinic shall be given attention to. The clinic is operating in two particular sites with one bigger than the other. The bigger site has notable department-divisions that are specifically dedicated to particular medical specializations. It also has a specific section for laboratory operations dedicated to provide patients the ease of access that they need especially when they have serious medical cases that limits them from travelling to and from different clinics (Haddock, et al, 2002). The ease of access provided by these basic units allow for the chance by which patients are able to take into account different medical procedures that they have to undergo within the same site without necessarily looking for services from other basic medical institutions. This option basically improves the efficiency of service that the clinic provides the public with.

The clinic operates with 69 employees working within both sites. These employees serve for the determination of nine particular specialties and 12 specific skills that are necessary for the creation of extensive medical service that practically relates to the condition of the society being served. With this consideration of operation, the need to make the system of service more centralized is necessary to make sure that the public’s needs are directly responded to.

Forces of Influence

In managing smaller clinics and other smaller units of healthcare institutions in the community, it is important to take note of the different elements that affect the overall operation of the system especially in delivering healthcare assistance to the public. These influences include political, economic and social conditions of operation from the external outskirts of the organization (Stevens, 1999). The political factors that specifically affect the operation of small units of healthcare are the legal sanctions and guidelines that are applied for the development and determination of distinct adjustments that need to be given attention to especially for the sake of better budget management directions.

The economic factor influencing most clinical operations include the budget allotted for healthcare development especially dedicated to public clinics serving smaller units of the society that are usually located in remote areas. The support coming from private institutions is also included as a distinct source of financial support for the overall operations of the said establishments (Stevens, 1999). When it comes to private clinics, the capacity of the public to pay for the services that they are willing to offer becomes the source of budget that is used to maintain the facilities, improve the services as well as pay for the salary of the staff working for the institution (Haddock, et al, 2002). This monetary resource gives the organization a better sense of control on how it is going to implicate development and adjustments according to the distinct needs of the public.

Meanwhile, the social conditions that affect the overall operation of small clinics include particular health cases that the whole community has to deal with. Practically, it is this element that directs the progressive options that the clinics take into account (Haddock, et al, 2002). Notably, social conditions dictate how a particular healthcare institution is to embrace progress in terms of dealing with specific healthcare issues that the public has to face. For instance, when particular healthcare phenomena arise, clinics that serve smaller units of the society are expected to directly provide the necessary medical assistance that the public require (Haddock, et al, 2002). Through assessing the needs of the public, a small clinic is able to get the necessary medication from larger organizations to be able to reach out to the target population, thus enabling them to attend the demands of the public in relation to the health issue being resolved.

The primary mission of small clinic units is to provide outstanding and direct service to the public living in remote or in smaller sections of the community. Notably, it could be understood that it is with this goal that clinics are expected to become more concentrated on seeing what the public needs, what they demand for and what they require to improve their health especially in relation to the social function they are expected to take into account (Stevens, 1999). There are three possible performance measures that could help in determining the competence of clinics to serve what the public needs. These three measures include the following:

This form of evaluation calls for the need of the administrators as well as the HR officers to become more concerned about how each employee works towards the development of the clinic as it serves the needs of the public. Administrators are expected to work through the operations of the staff members and how they apply protocol policies especially in dealing with critical cases. This assessment shall allow administrators to become responsive towards the assumption of development that the whole organization needs.

• Competence measurement

How competent is every employee in performing the task that he or she has been accounted to take into serious consideration? HR administrators could help well in determining such culture of operation especially for the sake of improving the rate of efficiency that every worker applies in considering serious cases they are presented with even in smaller establishments that are supposed to serve a smaller unit of the overall population in the society.

• Assessment through Simulation

Simulation practices allow administrators to see through the actual process of work culture that phase employees embrace even at the face of extensive pressure from the public and from the administrators. Such assessment could help develop the expansion of clinic operations based on the distinct needs of the society they are serving.

Through the application of these assessment procedures, clinics are expected to improve the way they serve the needs of the target members of the society they are supposed to attend to. Practical operations of evaluation and functional management could be developed through the application of these assessments as they see through the different direct application of good managerial cultures that are supposed to curve the path towards learning and developmental operations that staff members are supposed to take serious consideration of.

Clinical operations improve the overall nature of providing public healthcare service to the public especially in determining outpatient care services. Clinic staff members are given proper orientation on how they are supposed to deal with emerging serious cases of public healthcare dilemma that particularly result to the development of specific phenomenon that usually affects the overall operation of the healthcare industries surrounding the communities that are affected by the situation.

Clinics help well in bringing medical care closer to the smaller units in the community therefore addressing the needs of the people even when they are located in remote areas. Considering the options of development open for clinic workers, the doors are open for improvement. Technological applications are expected to enhance the way the public demands are served. These computer-defined programs are designed to give clinics the rightful edge to become more effective in serving the needs of the public thus improving the way they affect the health status of public in relation improving overall healthcare operations accordingly.
