In today’s world, unfortunately, no community can afford to be ignorant of the dangers of terrorism.  Even a town as small as Shady Oaks needs to be aware that terrorism, by its very nature, is not predictable.  To a terrorist mind, a quiet, little city may be a perfect target simply because few would expect it to be attacked, and such an attack would have severe emotional impact on the whole nation.   The gist of this is what I would present to the residents, but I would express it also as the unlikely possibility it is.  The last thing any community needs to be is panicked, and the elderly are especially vulnerable to fear.   Approaching them on the subject in an insensitive manner would probably generate resistance, so I would speak to them emphasizing how all that is needed is preparation for a very unlikely situation.

Rather than bypass city officials, I would organize several town hall meetings with them present.  Going door-to-door would fragment my approach and leave it open to internal, uncontrolled gossip and speculation between residents.   By gathering everyone in at their convenience (with several meetings), the message is sent in an environment of openness and trust.  The most important thing to accomplish is to get the residents at ease, so I would be confident and accessible.   I would invite feedback and discussion, especially as I touch upon the special needs of the community.  In this regard, I would stress the life experience of senior citizens, rather than their vulnerability, and encourage them to band together as the powerful force they must be.   For example, I would assert that they are certainly already wise enough to know that preparation is far more valuable than response, and this would generate a willingness from them to prepare.

Also, I would take for granted a community spirit that would spur them into wanting to provide emergency care for their disabled neighbors.   It is absolutely necessary, I believe, to make these people feel empowered, and not frightened.   In my town hall meetings, a casual atmosphere, with some humor, would best achieve these ends, as I would call upon the city officials to answer questions and support my points.  This cooperation from the residents’ trusted officials will also evince  a solidarity I am sure the residents will want to share.
