Virtual Workplace Solutions operates in the business support service industry. It enables organizations to perform remote work collaboration by providing legal and business support services. The company has over three years’ experience in providing services including legal support services, captioning, transcription, administrative tasks, CRM management, legal support services, process maintenance, business operations and customer support. Besides, the company CEO has 30 years of experience providing legal and administrative support services. Its experienced team members contribute to its ability to deliver excellent services. A key feature of the entity is its vast experience working with government agencies. Some of its past clients include the Department of Social Services, California Public Employee Retirement System operations support services, the California Office of Statewide Health Planning and Development, and city event planning services.

The vast experience demonstrated by Virtual Workplace Solutions shows its ability to perform the services requested in the RFP. Over the past two years, the company has provided transcription services for the State of California Health and Access Insurance and Office of Administrative Hearings. Besides, VWS is registered under the NAICS and Cage Codes to perform tasks such as document preparation, management development training, paralegal/legal assistant, office administration services, professional and business support services, and meeting and business management. Its experience, knowledge and skills in document preparation demonstrate the ability to process DBE and ACDBE certification applications for the State of California. Additionally, it has the capacity to other services specified in the RFP, such as records preparation and management, monthly report preparation, certification reviews, and helping the authority to meet the set legal and operational standards.

Primary Staff and Fees

The primary staff to deliver the specified functions include the CEO, Dykes Adams, Regina Otieno, Nicole Davidson, Maria Jenkins, Kiara Columbani, Goodluck Usie, Jalia Harris and other staff members. The staff members are heads of different departments that work together to deliver the necessary services. The company will charge a fee of $50,000 to deliver all the services specified in the RFP.

The Work Plan

The specific services requested in the RFP include preparation of certifications for the Disadvantaged Business Enterprise (“DBE”) and Airport Concessionaire Disadvantaged Business Enterprise (“ACDBE”) businesses; helping the authority to meet the legal criteria and standards established by the U.S. Department of Transportation, provide training for joint venture partners; develop triennial Goal Methodology documents; perform joint venture reviews and monitoring, develop commercial reports, and creation of appropriate documents for evaluation and annual reviews of the businesses. The authority also requires the company to perform site visits and provide written reports and recommendations for the approval or denial of DBE and ACDBE certification.

Processing of ACDBE and DBE certifications

The company staff will work with the authority to develop the criteria and standards for small businesses as indicated in part 23 and 26 of Title 49 of the Code of Federal Regulations (“CFR”) published by the Department of Transportation and the policies and standards of the California Unified Certification Program (“CUCP”). The standards and guidelines will help in processing of new applications for ACDBE and DBE certifications. The staff will also develop the triennial Goal Methodology documents to help I evaluating the businesses every three years.

Training of Joint Venture Partners and Authority Staff

The company staff members will develop educational materials for joint venture partners and authority staff. They will also develop training schedules for the two groups and allocate the necessary resources towards the course.

Evaluation and Monitoring

VWS will select an evaluation committee to perform periodic reviews and monitoring of the businesses to determine their progress. The committee will also be responsible for performing site visits, developing reports tracking business records. The tech support will configure the Secure file transfer Protocol to enable electronic data file transmission of the business records.
