Every effective educational leader has to be able to create the effective learning environment both within the school and beyond its borders, by means of engaging the school staff and the community in the formulation and implementation of educational strategies topical for every particular moment of time. There are a great number of issues to be considered by an educational leader, time for instruction and the conditions of multiculturalism being some of them. It is essential to gain support and understanding from the side of educators as well as the community, on the issues concerning these points because of their direct relevance to the mode of teaching that will be accepted in the school.

The first issue is the time of instruction – here much discussion is possible due to the construction of the school calendar and defining the academic time of the day. The interests of teachers have to taken into account (because of their secondary duties besides instruction, personal issues and professional activities beyond the school, for example postgraduate studies etc.). However, the community interests are also an essential component in the decision of that issue – some working mothers cannot pick their children from the school in the daytime, so the academic time of the day has to be adjusted to their wishes as well. Professional time for teachers is one more topic for the discussion – by being in cooperative relationships with the community, teachers may gather materials for their professional studies from pupils and their parents, thus fulfilling their professional needs.

Multiculturalism is also a field of extensive cooperation between educators and the community. The multicultural community representatives may assist in arranging thematic exhibitions, meetings, lectures and holidays to educate children and other community members in terms of international tolerance, understanding and culture. Educators, from their side, may offer help in language learning for children representing ethnical minorities, as well as some adjustment and integration activities for their parents. The role of the educational leader is to arrange that relationship and guide the public on the right way to agreement and harmony, mutual trust, help, and exchange of experience.
