Providing Emergency Response for time critical incidents is a priority at ER. Our skilled response teams provide emergency response services for road, rail, waterway and fixed facility incidents from all ER office locations. ER’s team of Response Managers and field techs are known in the industry for response expertise and have been trained specifically for response to accidental releases, natural disasters and manmade catastrophes.

2. Development

Elements of Emergency Response Plan:

• Comprehensive: Safety is our highest priority at ER. Training hazard recognition and safe work practices is an integral part of ER’s corporate culture
• Policy: To facilitate this objective, we conduct hands-on training, classroom and field, in accordance with, but not limited to, OSHA, NFPA, and DOT regulations
• Coordination: Allocate T&D resources or on-site treatment for thousands of tons of contaminated soil.
• Incident Reporting: ER personnel are regulatory compliant, ICS (Incident Command System) trained
• Cost-Effective: Regardless of project approach, the goal is to always provide the most cost effective solution for our clients.
• Periodic Reassessment: Throughout the year, ER’s corporate safety staff oversees on-site and off-site operations and training for all employees to keep workers accountable and current in safety trainings and safe work practices.

3. Implementation

ER Supervisors also receive corporate-specific Management Strategies Training, Reasonable Suspicion-Drug and Alcohol Awareness and various competent person trainings. Emergency Services Self-Assessment Tool (ESSAT): enables government and public and private entities to perform risk assessments of fixed assets, systems, regional systems, and critical assets. The ESSAT and RMAs support Goal 3, Prevention, Preparedness, and Protection, to employ a risk-based approach to developing protective efforts designed to improve the effectiveness of ER procedures.

4. Progress/ Success Measurement

Experience Modification Rate (EMR) is consistently lower than the industry average of 1.0. An outstanding safety performance is an excellent indicator of ER’s overall commitment to safety and quality of work. The dedicated response teams have provided services for over 3500 time critical incidents of varying size and response needs.

5. Program Management and Implementation Responsibilities

The First Responder Coordinating Council (FRCC) serves as the Federal first-responder customer representing the technology, product, service, and standards needs of the 2.4 million first responders in the United States.

• ER Personnel (Front runner manager, assistant manager, and site supervisor)
• The FRCC is a vehicle for the coordination of investment, programs, technology, research, development, and delivery of technological tools to first responders at the Federal, State, local, tribal and territorial levels.
• The Council facilitates effective interactions between S & T, the First Responder Technology Council (FRTC), and the First Responder Research, Development, Testing & Evaluation Working Group (FRWG). The FRWG has representation from four of the ESS disciplines: Emergency Management, EMS, Fire and Emergency Services, and LE.
• Specialized Response Units: Personnel teams trained to carry out specific emergency response missions. Mutual-Aid and Multi-Agency Coordination: Formal and informal agreements and processes designed to connect agencies in different jurisdictions and enable a coordinated response to emergencies.

6. Information-Sharing

The Emergency Management and Response-Information Sharing and Analysis Center (EMR-ISAC), ensures the availability and flow of accurate, timely, and relevant information and or intelligence that serves to enhance the resilience of the sector.
