Where would you direct first water?

I would first direct the water towards the smoking vehicles since the area is more secure than the flammable substance. Such action gives the flammable liquid time to be absorbed by the foam.

Who would be the most qualified person on scene from whom to obtain the necessary technical information and recommendations?

The battalion chief would be the most qualified person on scene to direct staff and address technical issues. Other subordinates are great additions to help carry out orders.
