From the perspective of empathy, moral conscience advocates that, rich people should help poor ones irrespective of the  distinct circumstances producing the poverty situation. Does this help poor countries develop independence or keeps them dependant on the host country? Is poverty encountered by poor countries a strategy of keeping them subjugated to larger world powers or rich countries?
