There are times when the implementation of a project is not supported by previous data from a literature review. Nevertheless, the community or immediate environment feels the need that this project should be implemented and feels it would benefit more individuals than if things were left in the current state. It is in times like these that important decisions must be made from a managerial standpoint and a manager must decide whether or not the project and the implementation of that project will actually better the community or hinder its progress in the long run.

Many times studies are performed in limited geographical and demographical regions. What works well for a certain part of the population might not work well for another area of the nation or another country. Times change and with those changes bring new technologies and methods of performing procedures or other ways of doing things that had previously been known as the ‘gold standard’. It is important to understand that because a study states something is not going to work does not necessarily make it so.

The community and stakeholders in the community are ultimately the individuals who are going to be the ones utilizing the services of every institution and business in a town or city. Therefore, if the community and its stakeholders wholeheartedly support a decision and this decision is backed by solid, sound research that has been collected through validated and unbiased data collection methods, implementation of a project might be exactly what works for this particular community. If the support is there, move ahead.
